The National Finance Center (NFC) is a division of the federal government that provides human resources, financial services, and administrative support to federal agencies. The organization is responsible for a variety of services, including payroll processing and financial services. The mission of the organization is to increase productivity in government agencies, reduce costs, and increase transparency.
Kronos WebTA
Kronos WebTA is a web-based time and attendance system that supports payroll administration functions for the United States Agency for International Development (USAID). The system captures time worked, time spent on leave, and accounting information and transmits it to the National Finance Center. It also manages time and attendance for US direct hires and personal services contractors.
The WebTA application is designed to ensure data security, privacy, and integrity. The system uses a database under the control of the FBI, which means that all data transfers are certified, accredited, and given “Authority to Operate.” The system also includes a comprehensive policy for security and data integrity.
Payroll/Personnel System (PPS)
Payroll/Personnel System is a complex system that provides a wide variety of functionality. Its many subsystems include online entry and query functions, data edits, and reports. These applications also interface with other systems. Here are some of the key features of this system.
The Information/Research Inquiry System (IRIS) is an online inquiry system that provides users with access to data that is derived from payroll transactions processed in PPS. The Interactive System Productivity Facility (ISPF) allows users to view sequential and partitioned data sets. It also allows customers to monitor the status of jobs and view data before printing.
National Finance Center release notes describe the changes. Typically, they reference a project or incident number and indicate whether the change is Agency-specific or community-wide. This helps you understand the significance of the changes and ensure that the system is functioning as it should.
National Finance Center is a Shared Service Center, under the Office of Personnel Management (OPM). Its customers are more than 130 federal agencies, including the Department of Agriculture (USDA). Through its Payroll/Personnel System, the USDA is able to provide payroll services for over six million Federal employees.
Direct Premium Remittance System (DPRS)
The National Finance Center is the entity that administers the Direct Premium Remittance System (DPERS). The DPRS is a federally-run system for billing health insurance premiums. The system only debits the authorized remitter. It is one of several systems that the National Finance Center administers.
A Level 2 Help Desk is available to National Finance Center customers, which can help them with DPRS technical processing questions or system problems. Customers may also escalate their issues to a supervisor. Alternatively, they may contact the Government Insurance Services Branch Chief. They must have a tracking number from the help desk personnel who will refer their concerns to the appropriate department.
DPRS bulletins provide information on enrollment, billing, and collection processes. They also provide information on eligibility. Federal employees and former spouses and dependents may be eligible for a DPRS account, as are their dependents. Direct pay annuitants may also be eligible for this program.
Centralized Enrollment Clearinghouse System (CECS)

CECS enables agencies and FEHB carriers to reconcile FEHB enrollment data online. It also provides the Federal Government with a cost-effective method for reconciliation and reporting. It also meets the access and reporting requirements set by OPM. Additionally, the NFC will manage and support CLER and provide assistance to Agencies should any enrollment data discrepancies arise.
Employee Personal Page (EPP)
The Employee Personal Page (EPP) is a web-based self-service system for employees. It allows employees to update personal information and submit payroll changes online. The new version of the system will include an expanded user interface and more functionality. It will also include a Self-Service History feature that allows employees to track the status of any document they submit. This allows employees to follow the progress of their documents from the time they submit them to the time they print or download them.
Employee Personal Pages are available to federal employees. Employees who work for an agency that is serviced by the National Finance Center (NFC) may enroll in the EPP system by enrolling through the agency personnel office. A list of participating agencies is available below. The EPP is available 24 hours a day, seven days a week.
